Harare — THE Speaker of Parliament should appoint a select committee to investigate and prosecute rowdy MDC-T MPs who jeered President Mugabe as he officially opened the First Session of the Seventh Parliament of Zimbabwe, former Deputy Speaker of the House of Assembly Cde Kumbirai Kangai said yesterday.
Cde Kangai's calls for the prosecution of the legislators under House of Assembly Standing Rules and Orders came as Zanu-PF forwarded to South African President Thabo Mbeki, the Sadc-appointed facilitator in the inter-party talks, footage of last week's proceedings.
Cde Kangai, who was Deputy Speaker in the last Parliament, urged the newly-elected Speaker of the House of Assembly, Lovemore Moyo, to appoint a "Select Committee" to establish the cause of the behaviour and identify the culprits and bring them to book.
He said the legislators could be investigated like what happened when former MDC MP Roy Bennett assaulted the Minister of Justice, Legal and Parliamentary Affairs, Cde Patrick Chinamasa.
Bennett was investigated, found guilty and jailed.
Cde Kangai, who is Zanu-PF's national secretary for external relations, also urged the MDC-T leadership to issue a formal apology to President Mugabe for their "disgraceful and deplorable" behaviour in Parliament.
"Some MDC legislators chanted and sang in the chamber in front of diplomats and invited guests while His Excellency the President of the Republic of Zimbabwe was officially opening the Seventh Parliament.
"We appeal to the MDC leadership to give an apology to His Excellency and the nation at large," he said at a news conference at the ruling party's headquarters yesterday.
MDC-T legislators jeered at President Mugabe as he addressed the House while some broke into song, in a show of disrespect that has earned them widespread condemnation.
A source said the ruling party was also in the process of preparing videos of the proceedings to be sent to Sadc heads of state as it moves to expose MDC-T's "childish" nature.
"The ruling party has decided that it is going to prepare videos of proceedings of Tuesday (last week) for circulation to all Sadc heads and the facilitator for them to get to know their (MDC-T) version of collaborative talks," the source said.
Asked whether anything had been given to President Mbeki already, the source said: "We have favoured him with footage of what transpired."
Zanu-PF has described MDC-T's behaviour as disgraceful.
"The behaviour was disgraceful, but we are not surprised. As you are aware, those elements who were making noise had a different agenda of effecting illegal regime change in Zimbabwe," said Cde Patrick Chinamasa, Zanu-PF's principal negotiator in the inter-party talks.
Last Friday, Zanu-PF supporters from Harare Province demonstrated in the capital expressing outrage over MDC-T legislators' conduct.
Addressing the supporters, Zanu-PF Secretary for Administration Cde Didymus Mutasa also expressed anger at the MDC-T's behaviour.
"The behaviour of the MDC parliamentarians was very bad and we are not happy at all. They always strive to destabilise systems of governance and we need to be strong against such machinations."
MDC-T spokesperson Nelson Chamisa at the weeeknd lashed out at his colleagues' behaviour in Parliament, describing it as "regrettable".

It is amazing how Bobo the muderous clown and his forty thieves JOC or JOKE can want to prosecute anyone after all the hienous crimes they have comitted against the Zimbabwean people. They are a circus and the laughing stock of the world. Along with Nkwenkwe Mbeki , they are just another stain on the tablecloth of Afrika so maybe they deserve to be jeered and mocked. It is so funny to see Chinamasa trying to legitimise his position , everybody knows he lost his seat in the election but probably cried to Bobo like that idiot in Masavingo province and now Bobo saved this scoundrel from the junk yard. Roy Bennet should have never accosted the fool but sometimes provocation can lead to outbursts like this. Now another stooge will investigate legitimate legislators and imprison them to clear the way for Bobo and the sadistic circus to continue their reign of terror. While certain commentors in this forum try to demonise the west, they forget how Jimmy Carter even used CIA operatives to help them in the bush war and how Harold Wilson and others too did the same , now these people that helped put Mugabe and the scum in power , must face being blamed by the same people they endorsed as the "evil west ". Ironical isn't it ? Everytime I read about Zimbabwe and the horrors , I have to pinch myself to make sure I am not having a bad dream or watching a saddistic comedy. Then I look at the whole of Afrika and how true Afrikans are embarassed every day by the leadership from Cape to Cairo. There are a few really decent men who are really trying but so few. To all of you who cry foul for Mr. Mugabe's administration it will fall on deft ears of the billions of africans around the world. This because you take as your bedmates devilish white men and women inspite of what Mr. Mugabe have done you are not in a position to be critical. I remind you of the tutsi and the Hutu's. They followed the white devils every wish but when their white masters were defeated and began to leave they left their lap dogs to the mercy of the people who they had betrayed. Let me advise you Africans never ever support white devils by bring up faults of your own blood because it only shows you as a tool of the true oppressors of Africa....the one's the Native Americans reffer to as the enemies of the earth. And a note to Makusa...learn of the orgin of technology and stop giving the credit of technology to white folks. Technology in every since of the word comes from African people. The only things white's have ever created are instruments of ill omen. Do not ignore the fact that white folks use and will use for ever the tool of the devilish which are envy, jealousy, deceit, to confuse and divide African people as to your imagination as to who I am... I can understand your confusion there also. But my father has taught me listen what comes out of the mouth and decide what type of person own's that tongue and rest assure that white folks will use this medium to exploit dislike and disagreements until they can get african people to fight and kill on their behalf.
What technology has been invented in Afrika ? Tell me Adam , father of Cain ? The Wheel ?, The computer ? the auto, ? Tractors, ? the list goes on and on ! Mugabe had his scum cut off people's lips , ears and burned people live , yet you applaud him ! I have said many times, other than it would hurt good Zimbabweans, I wish white people would leave you people to your own devices, Zimbabwe today as opposed to the Jewel that CDE Nyerere spoke of , is the proof of the pudding ! You Shona could not do anything but destroy ! History shows that! The Hutu and Tutsis are more proof of the pudding that Afrikans cannot run governments and when you do get a good intelligent man like Mwanawasa , he ends up dead ! MDCs ought to have rather called on all their supporters to squat parliament to demonstrate their opposition to the illegitimacy of Mugabe's holding to power!
Mugabe's cronies will go to any length to flout human decency against the MDC just to please the murderer!
Who is the monster Mugabe to be revered? After his genocide of Matabeleland, the assassination recently of over 150 MDC supporters, the escape from Mugabe's terror of over 4 million Zimbabweans exiled in neighbouring, IT'S the devil Mugabe who should be brought to trial. But even the judges ahve been allotted illegally large tracts of land. So who will judge the monster.
I presume that the people in the streets will one day rise against the institutionalised terror of monster Mugabe. His cronies and thugs have also been documented upon. Sure, they will face the wrath of the bleeding Zimbabweans.
DOWN with monstrous Mugabe and his thugs. Thailand is pointing to what may happen in Zimbabwe if Mugabe continues to confiscate executive power, unless a common force from neighbouring countries decide to come liberate Zimbabwe a second time from the shackles of the bloody monster Mugabe!
It's definitely difficult to respect someone who has no respect for others. Bob has no respect for fellow Zimbabweans because we are suffering because of his actions. These MPs by jeering at him, it's their way of getting ack at him. Anyway, Kangai is wrong, Bob must 1st investigate his own cabinet. Kangai himself looted more $200 million of public money a few yrs back but up to this day he's still a free man. Politics in Africa is based on cronism & self-enrichment. I think it's high time we fight for constitutions wch prevent this kind of gvnt management.
Before the MDC MPs are investigated for their rowdy behaviour, Mugabe himself must be investigated for violating the constitution he has sworn to uphold. Mugabe has since he assumed power in 1980 been violating provisions of the constitution with impunity. The following is not an exhaustive list of the violations of the law and constitution of Zimbabwe by the Dear Leader:
1) incarceration of political opponents beyond periods provided by the law 2) Killing, brutalising and threatening opponents 3) the land grab of 2000 before the constitution was amended to allow forced land seizures 4) gross obstruction of justice by pardoning ZANU (PF) murderers 5) persecuting political opponents 6) utterances that are contrary to the spirit of the constitution eg "Tsvangirai will never be allowed to rule this country even if he wins"; "the pen can not defeat the gun"; "we should drive fear into the heart of the white man, our real enemy" etc
It is clear from what I have written that it is not the MDC MPs who are wrong but the illegitimate leader himself. Mugabe must stop masquerading as the president of Zimbabwe. He is a shameless thug who stops at nothing to assume power.

Idiot Kangari, mugabi, the butcher of Zimbabwe is not the legitimate leader of Zimbabwe. He has stolen power from the people, and forcing himself on the people with the help the idiot security apparatus. Mugabi and idiots like you with the help of another idiot called Mbeki, have taken the people hostage at gun point. It will not be sustainable. The mighty KGB even failed. You will fail too. You can't suppress the will of the people for ever. Idiots, the will of the people will prevail soon than you think.
Things are falling apart, and the wheel of justice will catch up to you guys.
