Uganda: Two Chiefs Jailed Over Ghost Teachers

Kampala — TWO senior officials of Amuru district have been charged with the creation of 100 'ghost teachers'.

The acting principal personnel officer, Lagai Oyon, and the chief finance officer, James Okech, were on Monday also charged with causing a financial loss to the district, abuse of office and conspiracy to commit a crime.

They appeared before Grade One Magistrate Susan Okeny who remanded them in Gulu Prison.

The district Police commander, Jacinto Ovuru, said other suspects were on the run.

"Their arrest has been as a result of an investigation that was carried out by a team that was set up by the district security committee," the LC5 vice-chairman, Patrick Okello Oryema, said.

He added that the district lost over sh100m to ghost teachers but sh89m had been recovered.

Okello added that the teachers maintained on the payroll had either quit the profession or got other jobs. In a related development, the former district technical officer of the Northern Uganda Social Action Fund (NUSAF) in Gulu, David Livingstone Omal, has been charged with embezzlement and abuse of office.

He was also sent to Gulu Prison by the Chief Magistrate, Tom Chemutai.

Omal is said to have created a ghost sub-project, causing a financial loss of sh12.6m.

He also allegedly embezzled money which was meant for Abwoc Youth brick-laying sub-project in Ongako sub-county.

Omal's arrest followed a complaint by the youth to the district leadership that they did not benefit from the Fund meant to rehabilitate districts affected by the LRA war.

As a result, the NUSAF management unit declined to renew his contract when it expired early last year. Recently, 12 NUSAF executive members in Kitgum district were charged for failing to account for over sh60m.
