Nigeria: Vision 2020 - FG to Build Capacity of Public Servants

With the Vision 2020 now laid out in three phases, the Federal Government last Thursday in Abuja said it is in the process of building the capacity of the public servants toward meeting the goals of its seven-point agenda, NEEDS II and Vision 2020 programmes.

The implementation of the vision 2020 blue-print is said to have been endorsed by the Federal Government: Rebuilding (2009-2011); Transformation (2011-2015) and World Class Service (2015-2020) blueprint.

The Head of Service of the Federation, Ms Ama Pepple, while speaking at a meeting between her office, the states Head of Service and the Office of Senior Special Assistant to the President on MDGs, said the programme is primarily concerned with building core competencies of the public sector in the critical areas of policy formulation, planning and management, coordination, as well as monitoring and evaluation.

Represented by Alhaji Sheidu Ozigis, Permanent Secretary, Management Services, Pepple said that the programme would focus on areas that would facilitate the achievement of Millennium Development Goals (MDGs). "Priority is to be accorded to key sectors that impact on the achievement of the MDGs namely: agriculture and water resources, education, health, finance and planning," she said.

Pepple said that as a prelude to the commencement of the main phase programme in 2009, adequate provision had been made in this year's budget to fund some preliminary activities.

Earlier, Mrs Amina Ibrahim, Senior Special Assistant to the President on MDGs, said that capacity gaps constituted a major challenge to the achievement of the MDGs in the country.

Ibrahim, who was represented by Dr. Jalo Daudu, Director, MDGs, stressed the need to strengthen the public sector for the attainment of national development agenda.

She said that her office was in support of the public sector capacity building initiative of the Office of the Head of Service tailored toward manpower development and public sector reform.

Ibrahim said that N2 billion was made available this year for capacity building activities in different fields from the Debt Relief Funds.
