Uganda: Lubaga Division Sets New Rules for Hotels, Lodges

Kampala — Lubaga Division RDC Zaina Muwonge has set tough rules for hotel and lodge owners to harmonise their operations and to curb insecurity, which has escalated in the past three months.

Ms Muwonge said she came up with the new regulations after receiving information that criminals are using some lodges as hideouts.

While passing on the new regulations to hotel operators in Kampala last Tuesday, Ms Muwonge said for any hotel or lodge to operate, it should keep a register book in which all visitors' particulars would be recorded together with their belongings.

She said they (lodges and hotels) must have strong perimeter walls, strong doors and watchmen to ensure safety of customers. "Children, particularly school girls under 18 years should not be allowed in or to work in lodges," she said.

Ms Muwonge said all lodges have to be located in a suitable environment, with recommendable toilets and bathrooms. "You have to safeguard your premises and bar wrongdoers from using lodges as hideouts," she said.

According to a survey carried out by the RDC's office, the division has over 1,000 lodges but only 600 are registered. The RDC later made an inspection in which she closed over 10 lodges in Nateete, Kasubi, Ndeeba and Nankulabye.

Ms Muwonge blamed KCC for issuing operational licenses to lodges before verifying whether they meet the requirements. The development follows an increase in crime rates in which over 10 murder cases were reported in the division.
