Angola: Government Plan, Budget in Parliament Soon

Luanda — Angolan Government is to prepare and approve the National Plan and State Budget and submit to Parliament until October 31 this year for final approval, with a view to its implementation as from January 2009.

This was said Friday in Luanda by the head of State, José Eduardo dos Santos.

Addressing the swearing-in of the ministers and secretaries of State appointed Wednesday in Luanda, the head of State spoke of the need for an appropriate environment for the implementation of the programme "through actions that serve to consolidate peace, maintain political stability and reinforce democracy."

He also spoke out for the discussion of some issues with the citizens as the target of the Government action and with civil society organisations, and dialogue and regular concert with social partners (employers and trade unions) in order to secure the organised participation in the approach of issues, reinforcement of comprehension and political stability.

"macro-economic stability and the creation of conditions to secure a sustainable economic growth, with a two digits percentage of the Gross Domestic Product are ambitions of the Government, particularly of its economic team," he stated.

According to the head of State, to this end there need for a correct management of the country's monetary, fiscal, revenues and price policies in order to push inflation down to 13 percent a year, before setting it below ten percent in future.

The president also spoke of the need for a "truth" in prices, incentives to investment and a credit policy and foment of small and medium businesses, as sources generating basic consumer goods and jobs.

Eduardo dos Santos appealed for a strategy and policy of control of the public internal and external debt.

He spoke of the need for an appraisal of the degree of implementation of a large programme of rehabilitation, construction and development of infrastructures that started three years ago and outline subsequent actions.

To José Eduardo dos Santos, first of all, the Budget should consider resources to secure the maintenance and normal functioning of facilities and resort to own and external resources to finance the continuation of construction projects, modernisation and expansion of

infrastructures of large dimension that play a relevant role in the economy.

As an example, he mentioned the great undertakings in the sector of economy, energy and water, railways as well as the new international airport, maximising the management of these on the bases of the respective studies of economic feasibility.
