Lagos — The Department of Petroleum Resources (DPR) has tasked petroleum marketers in the country to ensure real time measurement of petroleum products.
The department also said that henceforth discharging of petroleum products at night is not allowed and vowed to sanction any marketer that violate the warning.
Head, Downstream of the Department of Petroleum Resources, Modecai Ladan, disclosed this in Lagos during the DPR/Independent Depot Owners Annual Meeting.
According to the agency, the real time measurement will ensure that accurate figures are realised from vessels through pipelines.
"Over time, the DPR has continuously mediated on cases of figure differentials at discharge points. The Nigerian Extractive, Industrial and Transparency Initiatives (NEITI), of late made glaring revelations buttressing the arguments of the DPR to have dynamic measurements introduced into the downstram sub-sector", Ladan said.
He said that the mode of measurement is confronted with certain challenges but advocated that adequate provisions must be put in place by the various operators at the point of receipt and training.
On why discharging of product is prohibited, he said that it is due to inadequate rescue efforts which can assist victims in case of accidents during the exercise.
He also said that the agency is intensifying its campaign against adulterated products being brought into the country with a view to sanitising the oil and gas industry.
He said that every petroleum haulage company must be accredited by the agency, adding that each truck/colour code must be registered with the DPR.
According to him, a re-inspection and assessment of all depots shall be conducted by the DPR before renewal of license to ascertain current status and compliance with statutory requirements.
"Depot owners are to note that storage facilities operating with substandard facilities shall not be renewed for operations. Depots undergoing major structural renovations and upgrade are once again warned to obtain DPR approval before commencement of the exercise", he said.
