Nairobi — Fresh from a three-month recess, MPs showed they were fatigued as Parliament resumed on Tuesday.
Debate on the first day was marked by low numbers, hitting a nadir at 5 pm when only 13 of the 222 members were in the chamber.
Those present ploughed on with debate on Sh117 billion 2008/2009 budget for the ministry of Education.
House rules demand that at least 30 members be present to constitute a quorum.
Meanwhile, three new MPs were sworn-in on Tuesday to start carrying out their mandate and enjoy the huge perks.
Speaker Kenneth Marende started with Mrs Beatrice Kones, the Bomet MP.
She was escorted by Water Minister, Mrs Charity Ngilu, and Mr Franklin Bett (Buret, ODM).
The new Sotik MP, Dr Joyce Laboso of ODM, was escorted by Mrs Ngilu and Kiprono Magarer (Kipkelion, ODM).
Mr Musa Sirma (Nominated, ODM), tickled the House when he joined Mr Joseph Lekuton (Laisamis, Kanu) to escort the new Kamukunji MP, Mr Simon Mbugua.
The public gallery was overflowing with the new MP's supporters and relatives.
