Tunisia: President Ben Ali Chairs Opening of the New Judicial Year

Carthage — President Zine El Abidine Ben Ali chaired on Saturday at the Tunis Court of Justice, the opening of the new judicial year.At the beginning of the ceremony, Mr Abdelaziz Dahmani , first president of the Tunis Court of Appeal highlighted the comprehensive global change witnessed by the judicial sector since the Change. He also evoked the recent pioneering measures announced by President Ben Ali consisting in the creation of a second trial court in Tunis, Sousse and Sfax, whose opening will coincide with the launch of the new judicial year.

He paid tribute to the Head of State for further developing and modernizing the legislation in order to adapt it to the needs of the country both on the local and international scene. He added that he was convinced the magistrates were conscious of the importance of the mission entrusted to them.

On his part, the Attorney General at the Court of Appeal, Mr Mongi Lakhdar, hailed the Head of State's commitment since the Change, to enable the judiciary to accomplish its mission on the basis of independence and impartiality, respect of the rights of individuals and the guarantee of security for citizens.

Evoking the activities of the Tunis Court of Appeal and the tribunals relating to it, he said the number of cases dealt with by the tribunals amounted to 792,000, 96% of which had been judged.

President Ben Ali also listened to a conference by Mr Nabil Belhassen , the one judge at the first instance tribunal of Tunis, on "The judicial framework of investment incentives".

Before the opening ceremony, President Ben Ali took cognizance of the new publications and studies published by the Ministry of Justice and Human Rights.

He also focused on a volume of the complete collection of decisions by the court of cassation which has just been re-edited . This volume gathers the Tunisian jurisprudence since the November 7, 1987 Change.

The Prime Minister, the Speakers of the Chambers of Deputies and Advisors, the members of the political bureau of the Democratic Constitutional Rally, the members of the government, the secretary generals of political parties and high- ranking officials, attended the ceremony.
