Robert Mugabe and MDC leader Morgan Tsvangirai entered the fourth day of talks on Thursday with mediator Thabo Mbeki, hoping to strike a deal on a power-sharing cabinet to end the four-week impasse.
Mbeki brokered the agreement that created a government of national unity. This accord is now waiting to be incorporated into the constitution as amendment number 19, but its implementation awaits the approval and appointment of a cabinet.
The formation of a coalition cabinet is the crux of a deal to end the country's post-election crisis. More than 130 people MDC activists were brutally murdered and over 500,000 were displaced in what became the country's bloodiest moment since the Gukurahundi massacres of the early 1980's.
Once the cabinet is named and sworn in, Tsvangirai will become the country's prime minister. But the two parties are still worlds apart in the allocation of all the ministries. The MDC on Friday called for the United Nations and African Union to step in to mediate, if talks remain deadlocked.
MDC spokesman Nelson Chamisa said the UN and AU are the guarantors of the agreement and have every reason to step in should ZANU-PF continue to be intransigent.
The political rivals have traded accusations since Tuesday over who is to blame for the deadlock in plans to create an inclusive government and end the country's political and economic decline.
Since the signing of the power-sharing deal last month the political leaders have been discussing the cabinet posts, meant to be divided evenly. But talks have been suspended twice, with the MDC accusing Mugabe of wanting to power-grab instead of power-share.
The dispute is believed to centre on all the key ministries - finance, local government, defence, home affairs, foreign affairs, information, and justice. Last Friday Mugabe created a huge problem for the talks by gazetting all the key ministries for his party, leaving the MDC with the less important portfolios.
Meanwhile MDC President Morgan Tsvangirai is expected to hold a series of 'report back' rallies this weekend. On Saturday he will be in Bulawayo at the White City Stadium and on Sunday he will address rallies in Masvingo and Zvishavane.
