Luanda — The Luanda province government (GPL) laid out on Wednesday its programme of prevention and combat to juvenile delinquency, with the objective of adopting concrete measures to minimise the negative of this phenomenon.
For the presentation of the programme, the governor of Luanda, Francisca do Espírito Santo, invited the ministers of the Interior, Family and Women Promotion, Social Reintegration and Justice, respectively Roberto Leal Monteiro, Genoveva Lino, João Batista Kussumua and Guilhermina Prata.
At the meeting the GPL laid out the study on the causes and ways to prevent delinquency and hawking in the streets, which was carried out by a group of consultants co-ordinated by the sociologist Fátima Viegas.
Francisca do Espírito Santo, who is also a cabinet minister without portfolio, said the study comes as a need for the government of Luanda to interact and outline joint strategies with various sectors to combat delinquency.
The GPL programme for 2009/2010 foresees, among other actions, the increase of the primary education network with the construction of more schools, as well as the training and upgrading of teachers and social workers.
Other actions to be implemented include the introduction of school-lunch in rural zones and the supply of basic kits for pupils in those areas, with material like uniform, shoes, pencils, note-books, sharpeners, rubbers and a rack-sack.
The GPL also intends to organise socio-cultural activities involving the communities, as well as will create centres for artistic training and upgrading (music, dance, theatre, craftwork and plastic arts), promote guided visits to museums and historic sites, under the motto "Let us know Luanda", among other actions.
