Angola: Governor Defends Integrated Approach to Crime

Luanda — Luanda governor, Francisca do Espírito Santo, Wednesday in Luanda said that rather than a sectoral approach, the problem of juvenile crime should be dealt with in an integrated way.

The governor was speaking to journalists after presenting her programme of prevention and combat to juvenile delinquency, that includes concrete measures of intervention to lessen the socio-economic effects of the phenomenon.

"To the provincial Government, this meeting of concert is of extreme importance as the problem of juvenile delinquency can no longer be seen as a sectoral concern, hence the need for the participation and intervention of all sectors in order for the Government to implement the Luanda executive programme," he said.

According to the governor, the stragegy is based on prevention, which requires a set of actions underway that require reinforcement.

As an example, the official stated that access of all children to schooling should be guaranteed, including conditions for them to remain in school. There should also be facilities for children aged from zero to five to remain in crèches, while they mothers are busy somewhere else.

In her turn, the Justice minister, Guilhermina Prata, said there are conditions and intervention measures to fight and prevent juvenile crime.

She said her ministry will have a strong intervention in minor's court and creation in 2009 of a centre of re-education for minors who are punished as a result of their acts.

"Minors should not think they are unaccountable as centres or special facilities will be opened where they will serve their sentences, when their crimes are found to be very serious," he stated.

To the Interior minister, Roberto Leal Monteiro, consultants managed to conduct a study that enabled to understand the causes of the evil, in order for better fight juvenile delinquency.

Genovera Lino, the minister of Family and Women Promotion, said her sector is working with the provincial governments in women upgrading programmes and improving the families' revenues.

To this end, she added, micro-credit programmes have been established, benefiting women and making them skilled to deal in their areas of choice.

In his turn, the Social Welfare minister, João Batista Kussumua, said Luanda Government has designed a strategic programme that might respond, with practical actions, to crime in the capital.
