Angola: President to Set up Task-Team for Cazenga Urban Rearrangement

Luanda — The Angolan head of State, Jose Eduardo dos Santos, announced Thursday in Luanda the creation soon of a task-team to coordinate the implementation of urban rearrangement project of Cazenga district.

José Eduardo dos Santos was speaking at the headquarters of Cazenga Municipal Administration, in the formal ceremony for the presentation of the sketch on the rearrangement of the district and improvement of the living condition of the local population, with no need of relocating the current dwellers to other areas.

To the head of State, the project will be developed in a kind of snowball, such as starting the urbanization in a free space without relocating the residents, afterwards, allocating areas for urbanization and building of other houses.

He revealed that the execution of the work will be based on a public-private partnership, that will join the efforts of the government, private sector and organisation of civil society.

According to the Angolan head of State, at the moment is underway the acquisition of financial resources through contacts with banking institutions for the mobilisation of funds for the beginning of the programme.

He said that the task team will include areas such as urbanism, housing and Provincial Government, stressing the need for an effective coordination, that guarantees a satisfactory implementation pace to the expectations of the population and the government itself.

Conceived by the consultancy firm Dar al Handasah, the project aims at, first phase, the building of houses, in waste lands to accommodate those who are living in houses without proper conditions.

After the relocation of the population, the vacant plots of land will be used for the building of new homes that will benefit other people from neighbouring areas.

The promoters of the project plan the start in three pilot zones, which might be implemented in four phases, comprising three years each. There will be built private houses and buildings with up to four rooms, adjusting them to the needs of the families.
