The parliamentary committee on Information and Communication Technology has expressed concern that ICT development in the country is backsliding.
The committee headed by Mr Edward Baliddawa blamed the ICT Ministry for not doing enough to develop ICT into a vibrant sector. "I don't know what our ICT ministry is doing in developing ICT in this country because a country like Rwanda is moving towards availing computers to children at school,"Mr Isha Otto,a committee member said.
In his submission to the committee, Mr Otto said Uganda embraced ICT ahead of Rwanda but Uganda is not making any meaningful strides. "Rwanda's vision in ICT development is clear and where does that leave us (Uganda)?" Mr Otto asked. The committee is seemingly frustrated by references to Rwanda as the most successful in ICT development in the region instead of Uganda.
However, the ICT Minister Dr Ham Mulira said although Rwanda is advancing in ICT development, Uganda is not leaving anything to chance as the MPs assume. Dr Mulira said the ICT Ministry plans to launch a programme that will see the distribution of computers to schools countrywide.
