Village Urugwiro — The United States Assistant Secretary of State for African Affairs, Jendayi Frazer said yesterday that the United States government has no evidence that Rwanda supports the rebel National Congress for the Defence of the People (CNDP) of Major General Laurent Nkunda.
She was speaking to journalists at Urugwiro Village shortly after meeting President Paul Kagame.
She also revealed that comments earlier attributed to her in the media saying that Rwandan territory is being used to support CNDP were taken out of context and that the US has no evidence that the Rwandan government has a policy of supporting the CNDP in Congo.
Frazer said that her meeting with President Kagame was extremely positive adding that she had a chance to, "talk about the regional implications of the humanitarian crisis in Eastern DR Congo".
The US envoy revealed that she discussed with Kagame how to address the issue of the Democratic for Forces the Liberation of Rwanda (FDLR) rebels.
She added that it was important that CNDP and the Congolese Armed Forces (FARDC) stop fighting, noting that the most important thing is for the ceasefire to hold.
General Nkunda announced a unilateral ceasefire Wednesday as his forces appeared ready to capture the town of Goma.
"They should allow the humanitarian workers to get into the camps," said Frazer.
The US diplomat emphasised the need for Rwanda and Congo to open up lines of communication and address "the fundamentals".
Speaking about the possibility of a European Union (EU) force for the DRC, Frazer said that there is need to define what that force would do.
"In the short term, an outside force like the EU force can come in to improve the humanitarian situation."
Reassessing Monuc
Belgian foreign affairs minister Karel de Gucht who also met President Kagame earlier, told journalists at Urugwiro Village that it is "important that we look again at the mandate of Monuc".
"We will invest a lot of time to see how to re-adopt the mandate of MONUC so that it can work independent of the Congo army," said Gucht.
He added that there is a need to avoid Monuc getting involved in illicit trade in DRC. There have been several reports implicating Monuc in illegal trade of minerals and arms.
Belgium is a non-permanent member of the UN Security Council.
Presidents talk
Former Presidential envoy to the Great Lakes region Richard Sezibera who attended both meetings said that there is no meeting planned between Presidents Kagame and Kabila, though both have been in touch by telephone.
Foreign affairs minister, Rosemary Museminali, traveled to Kinshasa Friday.

Spare Fraizer's life pse for not having evidence of RDF's presence in DRC if it is none existent.Instead those who can, shd prove her wrong instead of venting their misplaced vernom on her. There are those who are always singing about people stealing DRC's natural resources whenever they fail to put their house in order yet these people have nothing to show for these hyped natural resourses.I would only advise them to sober up and confront the real issues facing their country and bearing in mind that burrying their heads in the sand and/or relying on scapegoats will not make the situation any better for them.

Jendayi Frazer is a liar and of those black people who sell the other. The US is supporting the genocide of the people of Congo in order to steal their natural wealth, needed by US dying manufacturing industry.

Jendayi Frazer's conclusion that Rwanda is not in the Congo shows once again the failure of the moribond Bush administration's foreign policy in Central Africa and in the world. The Democratic Republic of Congo has nine neighbours. If Rwanda has nothing to do with what is going on in the Congo, why is it that teh UN and Western diplomats, including the USA, are urging Rwanda and the DRC to hold talk at highest level to put an end to the Congo genocide into the making? There are tutsis and hutus living in the Congo and who should be repatriated to Rwanda. Isn't that evidence of Rwanda's presence in the Congo. This is the end of Rwanda's adventure in the Congo. Now the world knows what has been going on in the Congo and from Paris to London it has been proven that Rwanda is the main source of instability in the Eastern part of the Congo. The people of the Congo are a resilient people and there is no power in the world that will submit them. Rwanda should abandon the dream of annexing the Eastern part of the Congo both economically and politically. This will simply never happen. Instead Rwanda should fear for its own survival!
I'm really impress how Ms Jenday Frazer can be send to Africa if she doesn't defend her own declaration "... that Rwanda's DFR troops are not in DRC, but the renegade rebel Nkunda is operate from the Rwanda soil"...! And today she contradicts herself». That they're no evidence that Rwanda supports the rebel Nkunda "....! Shame of your PhD! We hope that Mr. Kagame didn't wash your brain, because the CIA knows well that Nkunda served in the 80's in the FPR as a Rwanda officer! If you want to learn more about the conflict in DRC, please check with the independent NGO's such as Amnesty, Watch, etc... How many dead bodies do you want to add on the already 5 Million of Congolese died? The blood of the Congolese will be in your hand!
