Uganda: Soroti Among Worst Performing Districts

Kampala — SOROTI district local government has been ranked among the worst performing district in the country, after failing to account forâ-‚ sh739,465,328 for the financial year 2006/2007.

A report by the parliamentary public accounts committee released at Lukiko Hall on Wednesday said those who caused the loss would be brought to book.

The committee said they visited the district to interface with the district local Government public accounts committee.

Bubulo County MP George William Wopuwa said the Soroti report was very bad. He added that sh284,857,463, which was spent on various activities, was not supported by appropriate accountability documentation and as such, the purpose of the expenditures could not be verified.

Sh71,619,398, deducted as Pay As You Earn and withholding taxes was not remitted to the Uganda Revenue Authority, contrary to the Income Tax Act. He said this would attract a penalty, resulting in losses to the council.

Wopuwa also said sh264,150,733 received from the finance ministry and transferred to health centres,â-‚as well as sh12,986,254 disbursed to primary schools wasâ-‚not accounted for.

However, Serere County MP Capt. Emilly Otekat said the report showed that the municipal council was improving compared to theâ-‚district.
