Uganda: Parliament Probes Embassies

Kampala — Uganda 's Ambassadors are in trouble following a revelation that at least 4 billlion shillings meant to facilitate Uganda's missions abroad has been abused by host ambassadors.

The Public Accounts committee chairperson Nandala Mafabi said that in one financial year, the Ambassadors were illegally paying themselves.

He says records show that the missions over spent a total of 235 million shillings without authority.

The Committee held that Ambassador Julius Onen, the former permanent Secretary of the Foreign Afffairs ministry is responsible for the alleged mismanagement of public funds in question.

The Committee singled out one particular instance where someone instructed Ambassador Joseph Kahigwa the former envoy to Brussels to bank $30,000 on a special account in Bank of Baroda.

The Committee also accuses the Foreign Affairs Ministry of abuse of office saying that it was irregular for them to ask for funds from Brussels without the authority of the secretary to the treasury.
