Uganda: Govt, LRA Meeting in Kampala Today

Sudan is convening a stakeholders consultative conference to discuss the future of the stalled peace process between the Uganda government and the Lord's Resistance Army in Kampala, today.

The meeting was announced in Juba, during talks between a high level delegation of the US government led by the Assistant Secretary of States for African Affairs, Dr Jendayi Frazer and the Government of Southern Sudan's Vice President, Dr Riek Machar on Sunday.

Dr Frazer met President Yoweri Museveni at State House, Entebbe on Monday and they discussed the stalled peace process. Dr Machar, who is also the chief mediator in the peace process between the government and the LRA, told the delegation that the Kampala conference would involve the Uganda government, LRA negotiating team, parliamentarians, civil society organisations and donors, the Sudan Tribune said.

It quoted Dr Machar, saying, "a collective decision would be reached in the conference on the way forward" in the peace process that has stalled since April.

A US government official said on Monday, they are aware of the meeting which has been organised by Dr Machar with assistance from UN. "We are coming under the category of donors and the observers of the peace process," the US diplomat said." The US has been supportive of the efforts of Mr Chissano and we are looking forward to this meeting," she added.

Mr Joachim Chissano, the former Mozambican president, is the UN special envoy on the regions affected by the LRA insurgency. Several efforts to reach Mr Chissano's representative in Kampala, Mr Ten Kate Warner, the leader of Uganda peace delegation chairman, Dr Ruhakana Rugunda or his deputy, Mr Okello Oryem failed as they were reported on duty outside their offices.

But the LRA peace delegation chairman, Mr David Matsanga, confirmed receiving an invitation to attend the meeting in Kampala. "We have been invited to the meeting and Kony has accepted we take part," Mr Matsanga said. "The LRA delegation will be in Uganda under the protection of the UN."

Mr Matsanga described the meeting as a major breakthrough for Mr Chissano and himself after convincing Kony to allow his negotiators to attend.
