Uganda: Drop New Sub-County, IGG Orders Kabarole District

Kampala — THE Inspector General of Government (IGG) has ordered the chief administrative officer (CAO) of Kabarole district to cancel the creation of Kasenda sub-county.

In an October 3 letter to the CAO, Justice Faith Mwondha said the creation of Kasenda sub-county was irregular and was not done in accordance with the law.

In 2006, Kabarole district council passed a resolution to create the sub-county, which was curved out of Rutete, with its headquarters at Rugembe.

However, the IGG said the former district speaker, Mary Baguma Nyakwera, gave false information to the district council that Ruteete councillors had agreed to create Kasenda sub-county.

The IGG saidâ-‚Nyakwera's communication to the district council was contrary to the decisions of Rutete sub-county councillors, who had agreed to the creation of Iruhuura sub-county, with headquarters at Iruhuura trading centre.

"You are directed to ensure that you cause steps to be taken to revoke the instrument which created Kasenda sub-county because it was not created in accordance with the law," read the letter.

The IGG's directives comes after three councillors from Nyabweya, Isunga and Kasenda parishes petitioned her that the name and headquarters of the sub-county were changed by the former CAO, Iporotum Okiror and other district leaders.
