Uganda: Makubuya Defies MPs on Buganda Kingdom Assets

The Attorney General, Dr Khiddu Makubuya, has defied a parliamentary order demanding for a detailed list of all assets Buganda wants returned to the Kabaka.

In a letter dated October 30 to the Speaker, Kampala Central MP Erias Lukwago, the chief petitioner, demanded that Parliament prevails over the minister. "Whenever we talk about Buganda assets, Dr Makubuya takes Parliament for a ride and has stubbornly refused to bring a list of the same," Mr Lukwago wrote.

The Parliamentary Clerk's letter to Dr Makubuya reads in part, "Would the minister present to the House a full list of all assets that were supposed to be returned to the institution of the Kabaka of Buganda?"

In July, Daily Monitor reported that the Clerk had in a letter dated July 17, asked Dr Makubuya to explain why the assets are yet to be returned to the Kabaka. Mr Lukwago raised Buganda's concerns to the Speaker of Parliament, Mr Edward Ssekandi as a question for oral answers (by government).

According to a copy of the question for oral answers seen by Daily Monitor, Dr Makubuya was required to provide relevant answers to the controversy of the 9,000 square miles claimed by Buganda among other assets. When Daily Monitor tried to contact Dr Makubuya yesterday, his phone was switched off as he was reportedly in Parliament.
