Angola: Government Condemns Use of Force in DRC

7 November 2008

Luanda — Angolan Government Thursday in Luanda condemned the use of force by the rebels as a way to resolve the crisis in the Democratic Republic of the Congo.

According to a Foreign Ministry's communique that reached Angop, Angolan Government expresses its concern about the deterioration of the security and humanitarian situation prevailing in the northern part of the DRC Kivu province.

The situation, the note says, follows the resumption of confrontations on August 28 this year between the RDC Armed Forces (FARDC) and the rebel forces of the National Congress for Defence of the People (CNDP), led by dissident gen. Laurent Kunda.

To the Angolan Government, the CNDP offensive constitutes a gross violation of the main Accords and Acts leading to the settlement of the conflict, signed by all parties involved in the DRC peace process.

The Angolan Government thus strongly condemns the use of force by the rebels to fight a democratically elected Government.

It also recommends the parties to continue with the dialogue as a means for a lasting settlement of the ongoing crisis.

The Government of Angola also condemns the external interference as, it adds, this only contributes, direct or indirectly, to the aggravation of the conflict, with all consequences to the country and its respective civilian population, whose exodus has already reached more than two million internal displaced persons, threatening to lead to a new wave of refugees into the neighbouring countries.

The sources expresses Angolan Government's solidarity to the people and Government of the DERC.

The note further states that the Angolan Government appeals for the reinforcement, with additional personnel and equipment, of the United Nations Observer Mission for the Congo, whose mandate is mainly to restore peace, stability and defend the democratic legality in the country.

The Government of the Republic of Angola unequivocally underlines its position, based on the fundamental principles of the United Nations Charter and of the African Union Constitutive Act, that bar any member state from causing military instability in another state, through direct aggression or support to armed rebellions.
