Sierra Leone: Sababu Project Divided into 14 Districts

Freetown — Team leader of the civil works unit Franklyn Elliot in the Sababu education project under the Janneh Commission of inquiry has revealed that the project was divided into four educational districts among four people for project inspection and management.

"Project architect, Conteh Kamara is responsible for Koinadugu, Bombali, Tonkolili, and Western rural, the project engineer; Alimamy Sankoh covers Port Loko, Kambia, and Moyamba, while John Sesay, the quantity surveyor covers Kenema, Pujehun and Bo. I am responsible for Kailahun, Kono and Bonthe districts," said Elliot adding that Western urban was subdivided among the four for monitoring.

He said the quantity surveyor liaise with the finance officer after verifying documents for validity before payments are made. "This is to ensure that monies are paid for works actually done and completed satisfactorily," said Elliot.

He informed the commission that the project with holds 10% of fees as retention. "This is to further ensure practical completion after the contractor's report of completion and site inspection done with evaluation certificates. If there is any defect, it should be rectified before the 10% is paid"

The prosecutor, attorney general Serry Kamal ordered that Franklyn Elliot present the list of all Sababu projects since 2004 to date, his curriculum vitae, letter of appointment and the names of the 178 contractors under the Sababu project.

Also, project director for the Islamic Development Bank (IDB) project Dr.Allieu Sesay testified yesterday before the Janneh commission. "The project is about the construction, reconstruction and rehabilitation of 143 primary schools within the basic education project," adding that south-west covers 55 schools, while north-east covers 87 schools," he said noting that 139 schools have been completed out of the 143 to be rehabilitated and constructed.

Sesay told the commission that the project has a project coordinating committee (PCC) that over-sees the entire management and implementation of the project. "The PCC is the supreme body that over- sees the implementation of the project. Members include director general of education, permanent secretary of education, professional head of the ministry of works, president of SLTU, director of the project, financial secretary or representative and development secretary or his representative," said Sesay.

He said immediately after the PCC is the project management team comprising the project director, administrative/finance officer, project engineer and supporting staff.

The prosecutor tendered exhibit 28 before Dr. Allieu Sesay which has to do with the construction of a Rural vocational development school at Hill Station that has never existed.

"It exists at Hill Station and the contract was awarded to Yoni Construction Company. Only that four class rooms were built instead of the stipulated six because of the topography of the land," said Sesay.

He admitted to the commission that he does not know about the land agreement between the ministry of education and the community people.

The commission ordered project director to present the list of all projects under the IDB, and how much has been paid to contractors. He is to appear on November 11.
