Uganda: Nasser Takuba Probed Over Funds Abuse

Kampala — KAWEMPE division chairman Nasser Kibirige Takuba has been accused of mismanaging division funds. Abner Besigye, the former assistant town clerk for Kawempe, said Takuba used his office to influence projects.

Testifying before the committee probing Kawempe and Makindye divisions, Besigye cited management of Kizito market in Kalerwe, whose funds were collected but not remitted to the council.

"Mujjetukole, the association which was collecting revenue for about three months had Takuba as its patron," Besigye told the committee chaired by city lawyer Jacob Oulanyah.

Besigye said Takuba recruited 30 illegal law enforcement officers last year, who collected money from unsuspecting vendors.

"These were kanyamas who terrorised vendors across the division. The money they collected was never remitted to the council," Besigye said.

Takuba's illegal enforcement officers, Besigye stressed, are the reason why Kampala City Council has failed to remove illegal vendors from the streets.
