Angola: Government Prioritises Citizens' Living Standard Improvement

Luanda — The promotion of national unity and cohesion, consolidation of democracy, economic stability, improvement of citizens' living standard and the promotion of development of the private sector, are part of the objectives of the Angolan government's programme for the year 2009.

The prime Minister, Paulo Kassoma, said so when presenting the National Plan and the State Budget bills at a plenary session of the National Assembly held last Friday, in Luanda.

He explained to the MPs that the two documents are interconnected with the global objectives of the Angolan government's medium term programme, which goes from 2009 to 2012.

He stressed that the plan also outlines as priorities the guarantee of a high and sustainable level of economic growth, based on macroeconomic stability, as well as the transformation and diversification of the economic structures.

According to the Premier, the macroeconomic framework for 2009 is drafted with the predictions on the country's oil production figures and the expected behaviour in terms of the crude oil price in the international market.

However, he revealed to the parliamentarians that for the 2008/2009 period it is expected a slowdown in economic growth rates, due to the international financial and food crises.

Thus, for 2009 the Gross Domestic Product (GDP) is estimated at 11 per cent, the GDP in the oil sector is expected to be of 5.9% and the GDP for the non oil sector is set at 15.9%.

In view of these data, the annual inflation rate is estimated at 10 per cent.

The Premier explained that the national goals and priorities for 2009 are derived from the four-year programme (until 2012) presented by the ruling MPLA party, during last September's legislative elections, reinforced by the "pertinent guidelines from the President of the Republic, José Eduardo dos Santos (...)".

He also emphasised that the peace achieved in the country six years ago has brought about a peaceful and unique social relationship among citizens, not only due to the irreversibility of this achievement, but also due to the highly positive results in terms of the economy, society and political tolerance.

Paulo Kassoma appealed for the approval of the documents and expressed the availability of the government for interactive work, so that when the documents will be analysed the National Assembly's specialty commissions the proposals in them can be improved, aiming for the implementation of the various projects as from 01 January 2009.
