Uganda: KCC Shake-Up Imminent, Says PS

Kampala — KAMPALA City Council (KCC) and its division staff are to reapply for their positions.

The acting permanent secretary in the local government ministry, Tom Matte, said when the new law governing the city is passed, all KCC staff at the centre and in all divisions would undergo fresh interviews.

Matte, who is also the director in charge of local administration and inspection, was testifying before a five-member commission of inquiry into the administration of Makindye and Kawempe divisions on Wednesday.

Matte noted that in the new law, they picked some of the provisions in the Tanzania's local government Act, which gives more powers to the minister.

He said all the divisions experienced similar problems, saying town clerks were rotated from one division to another.

"Even if you rotate a town clerk, you are only transplanting a devil to another place."

Matte decried corruption in the council.
