Liberia: Richard Tolbert Challenges FPA's Claim

The Chairman of the Inter-Ministerial Concessions Committee is calling on Front-Page Africa, to make public or publish the name of a staff of the National Investment Commission (NIC), who it said received payment from the authority of the Delta Mining Company in connection with the Western Cluster Iron Ore Bid.

Mr. Richard Tolbert, in a communication addressed to the Editor of Front-Page Africa, an internet news provided, which is publishing information concerning Liberia but based in the United States, said he has read on the Front-Page Africa website that someone from the NIC received payment from Delta Mining Company over the western cluster bid.

Mr. Tolbert, who is also the Chairman of the National Investment Commission (NIC), said: "Kindly publish immediately who that individual is or individuals are and any information you may have regarding this alleged transaction."

The NIC Chairman said for the records, he would like for the Front Page Africa t know that the Inter-Ministerial Concessions Commission, which he chairs met on September 11 for four hours in his office in a meeting attended by the Ministers of Finance, Planning, Labor, Lands and Mines and Internal Affairs and reversed the decision of the Ministry of Lands and Mines and the Technical Committee provisionally awarding the Western Cluster Bid top Delta Mining.

According to him, as chairman of the Inter Ministerial Concessions Committee, he reported and recommended to the Liberian cabinet on September 12, the decision of the Inter-Ministerial Concessions Committee not to award the Western Cluster to Delta Mining.

"The Minutes of the Inter-Ministerial Committee's meeting on September 11 also showed how the National investment Commission (NIC) decided against Delta Mining based on their technical, financial and experience inadequacies," he added.

Mr. Tolbert pointed out that neither he nor the Inter-Ministerial Concession Committee, which he chairs ever approved the selection of Delta Mining as the provisional winner of the bid.

He added: "I never met with any official or representative of Delta Mining in connection with the Western Cluster Bid process and can categorically state that I never received payment from anyone connected to the company in connection to the bidding process."
