Kampala — Government's proposed double shift system in schools is likely to fail, the former Minister of Education and Sports, Amanya Mushega, has said.
Mushega, who is also the immediate former East African Community Secretary General, said the country's education sector planners have failed to recognise that educating children involves much more than just class work.
Addressing residents of Kyeizoba sub-county in Bushenyi at a meeting, Mushega said social interaction between students after classes is crucial to education planning.
He said the double shift system if adopted, will create imbalance between students from rich families and those from poor families.
Mushega proposed that if the system is to be implemented, all schools including those with wealthy parents should be compelled to adopt it.
"You cannot apply double shift in the big schools where the rich parents are educating their children," Mushega noted.
He commended former President Milton Obote (RIP), for his contribution to the education sector, saying Obote's government built many schools.
He urged government to reconsider the university quota system.
