Uganda: MPs Start Reviewing Taxi Park Reports

Kampala — THE local government and public service committee has began analysing two reports on the lease of plots at the Old Taxi Park in Kampala to developers.

Committee chairperson Anthony Yiga (Kalungi West) said his team would come up with recommendations to be presented to Parliament within two weeks.

The probe into the lease of the 11 taxi park plots followed a petition by vendors who complained of unlawful eviction from the park.

Yiga said the committee would also visit the park to assess the situation.

"We need to evaluate whether the plots exist before we give our recommendations to Parliament."

In 2006, local government minister Kahinda Otafiire called for an investigation into whether the plots were legally leased out.

The probe revealed that the procurement laws were flouted and recommended that the lease be revoked. The probe report also recommended that sitting tenants be given first priority to rent the plots and that the rest be allocated by tender.

Parliament also set up a select committee to investigate the matter. The team granted the developers permission to re-develop the plots

The tenants, who include the Uganda Taxi Operators and Drivers Association and the vendors, opposed the move to lease the plots, prompting Kananabi Agency, one of the developers, to secure a court injunction but re-development has not kicked off.
