Uganda: Official Warns on Morals and Law

Kampala — THE director of ethics and integrity, Ashaba Ahebwa, has cautioned Ugandans against mixing ethics and integrity with the law.

"If you do something wrong you must not twist it and hide behind legalism. A wrong will always be wrong and a right remains right and you cannot twist because they will remain what they are."

Without making any specific reference, Ahebwa explained: "When you bend the Public Procurement and Disposal Act (PPDA) it will be corruption. You may not have taken money but you bent the rules so you have corrupted."

He made the remarks recently at a dialogue in which a report of a baseline survey on enhancing community participation in promoting transparency and integrity in schools was presented.

The survey was conducted by the Uganda Ethics Network Outreach (UENO), an NGO which raises awareness on ethical and moral standards in Uganda, targeting pupils and students through the formation of integrity Clubs.

The dialogue held at Hotel Equatoria, attracted 70 participants.

Ahebwa revealed that his office was making a syllabus on ethics.
