Uganda: Kawempe Halts Revenue Collection

Kampala — THE senior principal assistant town clerk of Kawempe division, Nooh Bukenya, has admitted to irregularly terminating the contract of a company that was collecting revenue in the division.

Bukenya was on Tuesday testifying before the commission probing the running of Makindye and Kawempe divisions.

He told the commission that Nicholas Enterprises Ltd had been contracted to collect fees for licenses and permits in the division.

Bukenya said because of the losses that the company was making, he decided to terminate its services although it still had one year remaining in its contract.

The commission also heard that Bukenya issued a letter appointing another company called Crown Contractors Ltd to collect the revenue.

"Yes, I wrote the letter. But I cancelled it immediately. I don't know how it got out of my office,"Bukenya said.

He said Crown Contractors was later awarded the contract by the Kampala City Council Tender Board.

He also told the commission that politicians in the division often interfered with the operations of the technocrats, leading to losses in revenue.
