Mozambique: Public Administration Must Facilitate, Not Oppress

Maputo — Mozambican President Armando Guebuza declared on Saturday that the public administration should be a place where bureaucratic rules and procedures are transparent so that they are used, not to oppress, but to make life easier for citizens seeking state services.

Guebuza was speaking at Maputo's Higher Institute of International Relations (ISRI) at a graduation ceremony where 120 students were awarded their degrees - 75 in international relations and diplomacy and 45 in public administration.

"We want a public administration where the words "come back tomorrow" are an honest promise, to be complied with, and not a pretext whereby the citizen wastes his time and other resources chasing a tomorrow that never comes", said Guebuza.

The public service, the President continued, should be a place where those who broke the rules, those who tried to live by behaviour contrary to the established rules, would feel discouraged, isolated and neutralized.

Guebuza stressed that efforts are taking place as part of the current public sector reform to stamp out some of the most blatant obstacles to the healthy development of the public administration, and to endow the country with cadres in this key area of governance.

Guebuza praised the role of ISRI in training staff who will be better prepared to make a valuable contribution to the success of the current reforms in the public sector, either as state officials, or as academics analysing the area.

The ISRI Vice-Chancellor, Patricio Jose, said that this was a day for harvesting the fruit of seeds sown years ago. To ensure the success of "future harvests", he said that the reform of the curriculum of the public administration course is almost concluded, and the revised curriculum will be taught as from 2010.
