Kampala — GULU resident district commissioner Col. Walter Ochora has advised leaders in the north to form a committee to lobby for funds to buy land from individuals and lease it to investors to raise revenue.
He appealed to the leaders to stop the community from selling land cheaply to marry more wives without thinking about the future generations.
He was addressing leaders from Moyo district in Gulu on Tuesday.
Ochora said in Purongo sub-county, Amuru district, communities are selling an acre of land at only sh100,000.
He said Mukono is one of the richest districts in Uganda because many investors have built hotels, factories and industries.
"Mao (Gulu chairman Norbert Mao) is a potential presidential candidate but because Gulu is poor with very low revenue, they have failed to buy him an official vehicle. Up to now, he is using an agricultural vehicle."
He urged the leaders to respect each other to avoid conflicts that would affect service delivery in the districts.
"As leaders, how do you interface amongst yourselves without any friction? How does the LC5 chairman interface with the mayor or LC3 without unnecessary friction?" Ochora asked.
He called for the retainment of some of the taxes like pay-as-you-earn, deducted from the salaries of civil servants, to boost their revenue base.
Ochora assured the leaders that Joseph Kony, the leader of the Lord's Resistance Army rebels, would not return to northern Uganda to fight again.
He added that a lot of conmen had filled the gaps of the rebels.
