Zambia: Napsa Rakes in K700 Billion

PARLIAMENT yesterday heard that the National Pensions Scheme Authority (NAPSA) earned more than K700 billion in terms of interest from commercial banks and the Bank of Zambia (BoZ) from 2002 to date.

Finance and National Planning Deputy Minister Chileshe Kapwepwe said NAPSA had earned interest amounting to K708,371,032,000 from its bankers and the central bank.

The deputy minister was responding to a question by Gwembe MP Brian Ntundu (UPND), who wanted to know how much NAPSA had earned from the money it had in commercial banks from January 2002 to date and who were the company's bankers.

Ms Kapwepwe said the bankers for NAPSA were Stanbic Bank, Barclays Bank, Zambia National Commercial Bank and Citibank Zambia Limited.

On the amount of money NAPSA had paid out in retirement claims from January 2002 to date, Ms Kapwepwe said K77,930,507,000 had been paid out during this period.

She said 2,150 claims of members who reached retirement age from January 2002 to date were being processed.

Meanwhile, deputy Speaker of the National Assembly Mutale Nalumango yesterday ordered Finance and National Planning Minister Situmbeko Musokotwane to get back to the House with specific answers to questions that were raised by MPs in relation to NAPSA's delay to pay retirees.

The deputy speaker asked the minister to give a specific answer today after various opposition MPs asked Dr Musokotwane why NAPSA was delaying to pay the retirees their dues.

In yesterday's response, Dr Musokotwane said the problem was historical and that the Government was working towards addressing it.

The House heard that the Government spent about K40 billion on various roads on the Copperbelt in 2006 and last year.

Deputy Minister of Works and Supply Mundia Ndalemei was responding to a question asked by Kantanshi MP Yamfwa Mukanga (PF) on how many roads were rehabilitated on the Copperbelt in 2006 and last year in each district and the cost incurred.

Mr Ndalemei said the rehabilitation works on six roads in Chililabombwe were done at a cost of K4,043,419,905 during the time in question.

In Chingola, Mr Ndalemei said seven roads were still being worked on at a cost of K7,019,768,872 while in Mufulira, rehabilitation works on five roads at a cost of K5,324,250,587 were completed.

In Luanshya, seven roads were rehabilitated in 2006 and last year and the Government spent K 6,382,184,228 and eight roads were worked on in Kalulushi at a cost of K4,794,663,004 during the same period.

Mr Ndalemei said in Kitwe, the Government spent K4,188,393,387 to rehabilitate three roads and K7,723,776,384 had been allocated to works on nine roads in Ndola.

And Foreign Affairs Minister Kabinga Pande told Parliament yesterday that both the Southern African Development Community and the International Conference for the Great Lakes Region summits agreed to send peace making troops to Kivu province in the Democratic republic of Congo should the situation worsen.
