Cameroon: Governor Wants Wayward Contractors Sanctioned

The Governor of the East Region, Lélé Lafrique Adolph, has exhorted the East Regional representative of the National Order of Civil Engineers, known by its French acronym, ONIGC, Ayissi Nicaise, to bring errant contractors to order.

Lélé Lafrique was speaking in Bertoua on Friday, November 19, during the installation of Ayissi Nicaisse."Your installation comes at a time the Region is suffering from the results of bad work done by some contractors, without the slightest respect for technical standards," the Governor said.

He complained that most contractors connive with some errant engineers to "use defective equipment and bad mixtures in the execution of public contracts so that the structures start crumbling just a year or two after they are constructed... structures that cost the government enormous amounts of money."

Recently, the Minister Delegate at the Presidency, Siegfried David Etame Massoma, identified abandoned projects and poorly executed contracts as some of the offences committed by contractors against the state.Lélé Lafrique, therefore, called on the ONIGC representative to restore order in the sector.

"You have to keep an eye on these contractors. You have to stoke fire under them so they can meet the required professional standards," the Governor emphasised.André Bosco Cheoua, ONIGC Vice President, said Ayissi Nicaisse is capable of meeting those challenges.

"Ayissi is a tested engineer, known for his scientific qualities and endowed with such intrinsic moral qualities that command our trust...that is why by decision no.050/ONIGC of April 23, 2008, the Council of the Order gave him their confidence," said Cheoua.

After graduating from the Higher Institute of Public Works in 1986, Ayissi went to France to studied Geo-science, the production of quarries as well as management and inter-personal communication.

Ayissi has risen through the ranks; from a Chief of Service in 1990, through the Chief of Control Mission for the management of earth roads in the Far North Region between 2002 and 2003, to the East Regional Delegate for Public Works in September 2007.

Ayissi will have the duty of coordinating the activities of all civil engineers in the region, ensure that civil engineers register with the Order, foster professionalism as well as ensure that engineers respect professional norms.
