Angola: Jurists At Portugal-Angola Conference

The conference was witnessed by the Portuguese secretary of State for Foreign Affairs and Cooperation, João Gomes Cravinho.

Themes such as "The role of legal teaching of law in the construction of rules of law", "Mobility of teachers and students and the teaching of law", "The university autonomy and the organisation of teaching of law", as well as "The law and professional alternatives", were discussed in at the event.

Speaking about "The role of the teaching of law in the construction of the rule of law", Angolan Constitutional Court jurist, Luzia Sebastião, questioned the participants on the kind of teaching which is required for Angola, whether it is techno-professional or scientific-cultural, having suggested various ways.

The former chairman of the Angolan Bar Association and lecturer of the Law Faculty of the Agostinho Neto University, Raul Araújo, who spoke about "The teaching of the law and professional choices", defended that a Law Faculty should privilege general scientific training so that its graduates may work in various areas of teaching.

To him, the traditional concept that a university law graduate is necessarily a lawyer or a magistrate is outdated, the reason why curriculum plans should take into account that besides advocacy, judicial magistrature and attorneyship, there are other professional alternatives for law graduates.

He mentioned university teaching, public administration, registrations and notary, public security police and criminal investigation and diplomacy as possible alternatives.

In his turn, the dean of the Law Faculty of Agostinho Neto University, José Octávio Serra Van-Dúnem spoke of the university autonomy and the organisation of the teaching of law", by describing its huge advantages for the country.

Joaquim Marques de Oliveira, who is a lecturer in the Law Faculty of the Angolan Agostinho Neto and Catholic Universities, speaking about "the mobility of teachers and students and the teaching of law", praised the present stability in the Law Faculties, after

the "excessive mobility of teachers" noted in the past.

The presentation of the themes was under the responsibility of the jurists Luzia Sebastião, as well the university lecturers AntÃ'nio Pedro Barbas Homem (Law Faculty of Lisbon University), Joaquim Marques de Oliveira (Law Faculty of the Angolan Agostinho Neto and Catholic universities).

Dário Moura Vicente (Lisbon University), José Octávio Serra Van-Dúnem (Agostinho Neto), Eduardo Vera-Cruz Pinto (Law Faculty of Lisbon University), Raul Araújo (Law Faculty of Agostinho Neto University) and Luís Menezes Leitão (Law Faculty of Lisbon University) were among the guests.

The debates were facilitated by Paulo de Sousa Mendes (Law Faculty of Lisbon University), Portuguese constitutionalist, Jorge Miranda (Law Faculty of Lisbon University), jurist Paulo Teixeira Pinto and lawyer Agostinho Pereira de Miranda.
