The Ministry of Labour has gained the services of a short term international consultant to assist it develop a strategy for the operation of the National Bureau of Employment.
The consultant, Leon Robert Heron, has been contracted by the International Labour Organization (ILO) to assist the Ministry in its restructuring and capacity building efforts, with a particular emphasis on modernizing the country's employment services. Mr. Heron, an Australian, has wide experience in both Africa and Asia in assisting Ministries of Labour to improve their performance in all areas of Labour administration, including employment services.
Speaking to staff during a recent meeting of senior Ministry staff, Mr. Heron said that the implementation and coordination of the new national employment policy and a modernized employment service will comprise the main components of the new National Bureau of Employment. He indicated that upgrading the scope and standard of existing employment services would be addressed by the NBE once it is operational.
Mr. Heron emphasized that a modern employment service has strong contacts with employers in particular and provides a range of services not currently available in Liberia including advice on self-employment opportunities, assisting disabled persons to find employment, providing information on career and training opportunities, and providing mobile and outreach services where appropriate.
