Southern Africa: SADC Defence, Security Troika Analyses Situation in DR Congo

11 December 2008

Luanda — The Political, Defence and Security Troika of the Southern African Development Community (SADC) met on Wednesday in Maputo, Mozambique, part of the efforts for stability in the Democratic Republic of Congo.

The troika includes Swaziland, Mozambique and Angola, whose delegation was headed by the deputy minister of Foreign Affairs, George Chicoty.

The meeting, held at closed door, comes for the need of SADC members to find a solution to the conflict in eastern Congo, devastated, since last August, with the resumption of war between the rebels, led by dissident general Laurent Nkunda and government forces.

Both the Government and the United Nations (UN) said that the humanitarian situation is catastrophic for the whole population of the region, affecting more than 2.1 million people who live in deplorable conditions and unsafe climate.

The ministerial troika, an organ of cooperation focused on analysis of issues related to military, security and political stability in the SADC region, defends a cease fire to allow both warring sides to maintain a dialogue to enable the population to return to their houses, as well as allowing the humanitarian agencies to operate without constraints.

However, the talks between the Government and the rebel group, scheduled for Wednesday, in Nairobi, Kenya, failed to produce satisfactory results, according to the mediator of the crisis, former Nigerian president, Olusegum Obassanjo.
