Angola: New Workers Recruitment Regime for Oil Industry Published

Luanda — The oil companies are obliged, henceforth to have Angolan citizens in all categories and posts, according to the new regime on the recruitment, integration, training and development of the personnel in the oil industry.

The referred document was recently officiated by the Angolan Government, through the publication in the State Gazette, in its edition nº193, I Series of 14 October 2008.

The document clarifies that the absence in the national market of enough and available Angolan citizens with qualification and required experience, the hire of foreign personnel will only be done through the authorisation of the Ministry of Petroleum.

Regarding the foreign staff already employed the referred oil companies will have to send to the Ministry of Petroleum a list which indicates the respective names, job, post, wage and any other social privilege, justification of their recruitment, a confirming document of their qualification and description of the work post.

The decree determines that the Angolan and foreign staff with the same category and posts should have the same salary and social benefits, as well as the same working conditions, by forbidding any kind of discrimination.

The oil companies will have to sign a contract-program with the Ministry of Petroleum, in which the obligations regarding their human resources development should be established.
