Nigeria: Appropriation Bill - Assembly Gives Condition for Passage

Kano — Kano State House of Assembly has said it would not work on the 2009 Appropriation Bill presented by Governor Ibrahim Shekarau, unless it was satisfied that the 2008 budget was effectively and judiciously implemented.

Deputy Speaker of the Assembly, Honourable Aliko Shu'aibu Mukhtar, made the disclosure in Kano, adding that the Assembly would probe last year's budget before passing this year's, so that due process would be ensured.

He said, "I want to assure that the implementation of 2008 budget by ministries and organisations will be meticulously scrutinised and the Standing Committee on Appropriation and other committees are ready to receive ministries and agencies for proper budget defence.

"Mukhtar said 2009 budget would enhance and sustain laudable projects and programmes contained in the 2008 budget, adding that the cordial working relationship between the legislature and executive arms will not only be maintained, but further strengthened.

He said the Assembly would ensure that all ministries, parastatals, and local government councils defend their budget proposal in a way that would be beneficial to the people.
