Kinshasa — MONUC took high note of the "Bulletin of negotiations" published on 2 January 2009 by the office of the spokesperson of the CNDP.
MONUC reiterates the terms of the correspondence which the Special Representative of the Secretary General addressed to the CNDP President, dated 29 December 2008, namely that the Mission did not observe any redeployment of FARDC units north of Goma, after the coming into effect of the ceasefire of 29 October 2008. The Mission also reiterates its availability to work with all the parties, in order to reduce the tensions on the ground.
Concerning the control of zones claimed by the CNDP, MONUC states that no party has the authority to control the unilaterally defined zones. However, MONUC remains ready to help the parties to implement any approved disengagement plan. While waiting, MONUC again launches an appeal to the CNDP and all the parties to abstain from any act which could cause a resumption of hostilities.
In addition, MONUC entirely rejects the headline of the "Bulletin" published by the office of the Spokesman of the CNDP which blames the commitment of MONUC in assisting in the stabilization of the situation, in order to save the populations of the DRC, and especially the people of North Kivu, from the sufferings of conflict and war.
Contrary to the charges of the CNDP, MONUC works tirelessly in its efforts to discharge its mandate as a peacekeeping mission, to ensure the protection of civilians, to reinforce the legitimate institutions of the DRC and to support national reconciliation and internal political dialogue.
In this respect, MONUC continues to support thoroughly the efforts of the Special Envoy of the Secretary General for the Great Lakes region and his co facilitator. The Mission invites the CNDP to take part in the political dialogue planned for 7 January 2009 in Nairobi.
Within the framework of this forum which was created following its request, the CNDP has the latitude to address directly with the DRC government all the issues which they consider essential for the return of peace.
