Cape Town — A constitutional amendment taking away the right of municipalities to reticulate electricity would be the main bill proposed by the minerals and energy department this year, director-general Sandile Nogxina said in an interview last week.
The eventual promulgation of the law would allow for the rationalisation of the electricity distribution industry, which is characterised by fragmentation and a multiplicity of tariffs nationally.
