The U.S. Agency for International Development (USAID) and the Department of State now are allowed to fund nongovernmental organizations (NGOs) that provide "advice, counseling, or information regarding abortion," as long as no U.S. funds are used to engage in these activities, according to a memorandum issued by President Obama on January 23.
Obama's order rescinds the Mexico City Policy, announced by President Ronald Reagan in 1984, which prohibited USAID from providing funds to organizations that discuss abortion as part of family planning.
