Johannesburg — THIS was Finance Minister Trevor Manuel at his best. Presenting his budget in Parliament yesterday, he was supremely confident.
And he had a lot to be confident about. He reminded the House of how in 1996 (the year, of course, that he became finance minister) public debt was 48% of gross domestic product (GDP) and rising. Today, it's 23%.
