President and founder of the Nigeria Rally Movement (NRM), Dr. Leonard Shilgba, has said Nigeria's national security order is under threat.
"The national security of Nigeria is under threat because the social order is out of order and people don't know their rights as contained in the constitution and government has failed to provide development as mandated in the constitution of Nigeria", he said.
Speaking to newsmen in Yola yesterday, he said "the 1999 constitution, section 17 (1), states that the state social order is founded on the ideals of freedom, equality and justice but they are not obtainable in Nigeria because government has failed to provide equality and justice".
The professor of mathematics at the American University of Nigeria (AUN) Yola also said in order to promote the state social order, there is the need for all persons, irrespective of status to have equal rights before the law.
He also said 80 percent of the country's revenue goes to about 20,000 public officials only who are either elected or appointed, stressi-ng that "if Nigerian people allow this to continue, we would not have enough money to invest in education, health, agriculture and infrastructure; we will not have enough resources to invest in power supply, without which we cannot achieve the vision 2020 of the present administration".
Shilgba maintained that the current situation where states stay idle and wait for free allocation from the Federation Account is not good for the growth of this nation because it encoura-ges waste and does not challenge state executives to think of ways to generate revenue for development but have become Oliver Twists always asking for more but not generating.
He pointed out that if a state must depend on allocations from the Federation Account to pay its staff, it is not worthy of being called a state and states must have means of funding before asking for states creation as it is rather ridiculous to ask for a state and depend on Federal Government.
He therefore advised the government of Umaru Musa Yar'adua to encourage internal revenue generation and at the same time have the salaries of public officials slashed, just as he called on all Nigerians to support the Nigerian Rally Movement because things cannot continue to remain the same.
