HEAD of Service of the Federation, HSF, Ama Pepple, has decried the inability of civil servants in the South East and South-South geo-political zones of the country to benefit from the Federal Government's monetization exercise, several years after its take off.
She expressed concern that several years after civil servants in the two zones paid deposits which would enable them occupy government houses where they reside in they were yet to be assigned the property, lamenting that even after the payments, the workers have continued to pay monthly rents on the property.
The HSF said the development was unacceptable, especially when civil servants in Abuja , Lagos and the northern parts of the country had taken possession of their houses after payment of the deposits.
Speaking during her official visit to Enugu , Pepple urged the workers, especially those who had met the requirements with sufficient proof to forward same to her office without further delay, while apologizing to them for the delay.
She said, "It is unfair if after paying deposits with proof of payment and undergoing the processes of the policy they are yet to benefit from the exercise, several years after their counterparts in Abuja , Lagos and northern areas have benefitted. I call it negligence but whatever it is, while I appeal to you for patience, I would urge you to also forward your documents without fail to my office".
She told head of parastatals and agencies of government, who gathered at the federal secretariat Enugu for her reception, that there was no going back on the policy laying off junior workers like cleaners, gardeners and security men by government.
The policy, according to her, was to save cost, adding that government had continued to make provision in the yearly budget of her various agencies to accommodate tasks undertaken by these cadres of workers and asked them to fund such expenses from their budget.
On the massive posting and transfer of staff from various establishments, Pepple said the exercise was aimed at enhancing experience, expertise and developing capacity, stressing that having civil servants spending several years on one job was seriously affecting productivity.
Earlier, chairman, Association of Heads of Federal Establishments,(AHFE), Enugu State, Pius Anigbo, said that the operations of the zone were hampered by facilities, expressing dismay over the deplorable conditions in which workers of the various government agencies work in the zone.
