Uganda: City University Defies KCC Over Building Plan

Kampala — EFFORTS by Kampala City Council to stop construction of a storied structure at Kampala International University failed on Tuesday after the Police advised against the operation.

A team comprising city law enforcement officers, engineers and the Police was blocked from accessing the construction site by the builders.

This prompted some members of the team to seek audience with officials from the university including the proprietor, Hassan Basajjabalaba.

After the meeting that lasted nearly two hours, the two sides reportedly agreed to give the university more time to produce the building plan.

"It was agreed in the meeting that building plans for the structure would be available by Tuesday," reads a document signed by a university official.

Vincent Katungi, the acting principal city law officer, said: "The Police officers said there were about 300 people on the site and arresting them would cause violence and destabilise the students."

Katungi said KCC would consider taking the matter to court. The incident, according to KCC officials was the fourth attempt to halt the construction based on the argument that the structure did not have an approved plan.

"Excavation methods on the site are questionable, rendering neighbouring buildings exposed to collapse. The nature and depth of the foundation is also not satisfactory," said Godwin Othieno, the Makindye division physical planner, in a February letter to the chief town planner.
