Sudan: Civil Society Urges Obama to Adopt New Peace Strategy

Three prominent American civil society advocacy groups have marked President Barack Obama's first 100 days in office by issuing an open letter calling on him to build a coalition with China, the Arab League, the African Union and Europe with the objective of developing a set of "carrots and sticks" to bring peace to Sudan.

"A global consensus exists for peace in Sudan, even if there is not agreement on the best path to achieve this goal," say the groups in their letter. "What has long been missing in Sudan is America's strategic leadership."

The letter was written by "Enough", a project of the Center for American Progress which campaigns against genocide and crimes against humanity, the Save Darfur campaign and the Genocide Intervention Network.

The groups urge Obama's special envoy for Sudan, Major General Scott Gration, to build "a multinational coalition of countries with significant leverage… [A] reliance on bilateral diplomacy will provide Khartoum the opportunity to play one party off against the other, as it has historically done with great success."

At the same time, the groups advocate developing "unilateral and multilateral carrots and sticks" to press for a settlement of what they describe as Sudan's "multiple, interlocking conflicts" – the war Darfur, the proxy war between Chad and the Sudan, the difficulties between North and South and the "dangerously-neglected" situation in the east.

On Darfur, the groups say the African Union/United Nations mediator, Djibril Bassolé, should take the lead in pursuing peace talks already in Doha, Qatar, backed by a small group of countries with influence.

"We believe that this inner circle should consist at a minimum of the United States, United Kingdom, France, China, and Egypt," the groups say. "An outer circle group of countries and multilateral organizations (UN, AU, Arab League) should also be engaged in a formal manner to discourage spoilers, and other key nations such as Russia, Saudi Arabia, Senegal, South Africa would need to be thoroughly consulted."

Pressure Grows on Sudan Govt

Outlining its proposals for "sticks", the groups suggest that if President Omar al- Bashir and his ruling party block peace, they should face "a series of escalating costs," including diplomatic isolation, targeted sanctions, an expanded arms embargo, and, "if necessary to stop massive loss of civilian life, eventual targeted military action."

The largest "carrot" the U.S. could offer would be the normalization of relations. "Removal of certain unilateral sanctions and penalties could be undertaken in response to verifiable changes on the ground in Darfur and the South. Full normalization should only occur once the Sudanese government adheres to its obligations under various peace agreements. Any negotiating process must be guided by the reality that Khartoum has a long history of grabbing carrots, then failing to follow through on commitments."

In his piece entitled “ White Collar War Crimes, Black African Fall Guys,”

investigative journalist Keith Snow writes:

First note that the ICC can now be viewed as a tool of hegemonic U.S. foreign policy,

where the weapons deployed by the U.S. and its allies include the accusations of, and

indictments for, human rights violations, war crimes and crimes against humanity.

To understand this, we can ask WHY NO WHITE MAN HAS YET BEEN CHARGED

with these or other offenses at the ICC (International Criminal Court) which now holds

five black African warlords and seeks to incarcerate and bring to trial another black man,

also an Arab, Omar Bashir.

Why hasn’t George W. Bush been indicted ? Or what about Donald Rumsfeld ?

Dick Cheney? Henry Kissinger? Ehud Olmert? Tony Blair?

The sad fact is that the International Criminal Court has become terribly

politicized, as has the entire international justice apparatus.

The ICC has issued indictments, for the first time in history, against a sitting head of

state. Meanwhile, according to Snow, an Israeli weapons dealer, also a reputed Mossad

operative, is revealed to be shipping weapons into Sudan with Pentagon support.

And Belgium changed its law rather than prosecute Ariel Sharon for war crimes.

The double standard cries out to us.

One country in the West, however, increasingly stands out as a place where

justice can be found?and that is Spain. With its landmark indictment of

Pinochet and its current consideration of Israeli war crimes in Lebanon and

U.S. torture in Guantanamo, we increasingly look to the Spanish Courts with

hope. It was the Spanish courts that returned indictments against Rwandan

soldiers for genocide even as the world coddles U.S. proxy Rwanda and its

leader, Paul Kagame.

It affords me a great pleasure to write this comment via AllAfrica.com which is in the groove to reach the entire Africa.I'm to comment about Obama's visit to Ghana.To me I don't see anything cranky about his visit to Ghana.If Obama prefers to visit Chad ahead of Nigeria,South Africa and Libya.All Africa should be proud to welcome him.His reasons to visit Ghana ahead of his father's country Kenya is best known to him.The AU chairman should also use that avenue to to speak with him on the importance of the All Africa Uniting together.With all this discriminations from various countries of Africa shows that Africa has not come of age to Unite as one Nation or Union.While the Au chairman Muhammed Gadaffi is trying his level best to Unite Africa, his people are back home as well planning on how to make life worst for fellow Africans Come June 2009.Titled "All Africa must Go"They asked all the non-citizens in thier Country to Leave before June or face Evacuation.This is no more rumour, we have heard the all the details.What is the future of Africa continenet?Many Africans risked their Lifes to Europe and they were given papers. why not Africa to Africa?For some somebody to risk his life in the desert and fellow Africa man instead to rescue you prefers to shoot you.This is Libya for you!Is that how we are going to unite?
