Harare — BERNARD Mpofu, writing in The Independent of March 27-April 2, on Page 14 says: "The inclusive Government should fully implement the terms of the Global Political Agreement if the new economic recovery programme unveiled last week by President Robert Mugabe is to succeed, political and economic analysts have also said."
The countries that imposed sanctions on Zimbabwe have also said that if there is full implementation of the GPA their assistance will resume if there is movement towards an internationally-supervised election in 24 months, observance of the rule of law, no political prisoners, and if the security forces accept subservience to civilian control.
One starts to think that the GPA has become a regime change tool for the West.
I begin my thesis by declaring that I support Zanu-PF; that I support the land resettlement programme in total; that I believe that this President (Cde Mugabe) guarantees that Zimbabwe will have continued peace and real black economic empowerment that is sustainable and gives real meaning to sovereignty and independence.
Also, I am aware that the West has never initiated a Marshall Plan for an African country and they will not do this for Zimbabwe.
The West only gives conditional aid in that Zimbabwe must emulate the American dream of very rich and very poor citizens (with the majority being poor, stripped of their wealth, stripped of their past, stripped of their humanity, stripped of their heritage).
I support the inclusive Government as long as it is a Zimbabwean Government whose only barometer of success is Zimbabwean and not a creature to achieve regime change.
Chisipite Senator Obert Gutu (MDC-T) says in a Zimdaily.com article that President Mugabe has lost power and all Zimbabweans must support this new arrangement.
Appearing on a ZTV programme, Sen Gutu called the Zanu-PF Government "the outgoing Government" and he also said that and the MDC seeks to demilitarise the security structures and make them accountable to this new Government.
This, I believe, is the biggest danger to this inclusive Government and in order to understand this point a little history will help readers appreciate this point.
In 1980, President Mugabe and his Zanla forces defeated Ian Smith's Rhodesian Front together with thousands of American mercenaries.
But the first priority was not getting even with the generals or persons who had fought and killed in the name of white supremacy.
The first independent Government did not enact a National Security Act.
Instead, President Mugabe told General Peter Walls and all his generals that their jobs were guaranteed and that the Zanu Government would honour all contractual agreements signed by Ian Smith, including debts run up to finance the Rhodesian racist war against the black people in Zimbabwe.
The inclusive Government in Zimbabwe, at the instigation of MDC and in terms of the GPA, caused Parliament to pass the National Security Bill to create so called civilian oversight on the security forces.
The South African government, under the African National Congress, also left the security forces intact and honoured all contracts signed by successive apartheid governments in the name of white supremacy.
The ANC government kept commanders of the then South African Defence Forces for some years after independence and it did not happen as a result of legislation, but as a result of natural attrition and goodwill.
The ANC gradually took control of the armed forces and did not use former members of the South African army to spearhead the integration process leading to the success and trust between Umkonto Wesizwe and the former SADF.
MDC has former members of Ian Smith's army as senior officials.
The second danger to the inclusive Government will come from how it handles the economic downturn in Zimbabwe. Some elements in the inclusive Government may be tempted to use the bad economic conditions to create conditions for an MDC victory at the next polls completely disregarding the Zanu-PF influence on how the State of Zimbabwe has been moulded since 1980.
This, I submit, will encourage former Zanla and Zipra cadres to rebel against the inclusive Government. The next elections will be not fought on economic grounds, but on safety and security considerations.
Elements in the inclusive Government should not threaten the security forces.
The inclusive Government will only succeed if it makes a clean break with all political activities by MDC deemed by Zanu-PF to border on criminality be classified.
Also all activities undertaken by the Zanu-PF Government and its functionaries in the political or governmental arenas should be classified.
"But what is this classification?" readers may ask.
In Britain and United States of America, governmental and cabinet decisions, including intelligence decisions, security and strategically important decisions, can be classified and protected by an Act of Parliament (UK) or Congress (US).
It means for a set period nobody is allowed to have access or to distribute this information.
The net effect of this classification is that all activities undertaken by the Zanu-PF Government to fight inflation, to fight sanctions, to fight MDC will not be used by the inclusive Government to weaken Zanu-PF or persecute or prosecute Zanu-PF functionaries.
It also means that the inclusive Government should not investigate the Land Reform Programme or how it was managed or even investigate banks and Government departments.
The other side is that everything MDC did, to fight for sanctions, to fight against Zanu-PF, to work with foreign governments to undermine the Zanu-PF Government, should be classified and no action or persecution or prosecution should be undertaken.
The net effect is that Gandhi Mudzingwa, Chris Dhlamini, Jestina Mukoko and others should have their prosecution stayed and be freed.
These actions will guarantee that real peace, real reconciliation and democracy will be enhanced if everybody in Zanu-PF, MDC-T and MDC starts afresh from the date of the formation of this inclusive Government.
The Global Political Agreement does not guarantee real change in how we interact politically. It is illegal, unconstitutional and undesirable for Zanu-PF, MDC-T, MDC to agree that appointments to the civil service will be done at permanent secretary level on political affiliation; that the inclusive Government will discriminate against Zimbabweans who are not members of MDC-T, MDC or Zanu-PF.
This is a violation of the Constitution and violation of the human rights of civil servants.
That legitimate expectation to promotion by deputy secretaries will be extinguished.
These activities by the inclusive Government will not enhance a human rights culture, fairness and peace, and will lead to multiple legal challenges to any political manipulation of the civil service.
The issue of ambassadors will raise the same concerns as the permanent secretaries and any foreign service official affected will approach the courts for relief.
An even greater violation of the rule law is currently taking place in Zimbabwe.
A campaign to remove the Attorney-General in a manner not provided for by the Constitution is currently playing out and it involves MDC-T and MDC attempting to use the inclusive Government to intimidate judges, judicial officers and all constitutionally appointed and protected officials by removal and appointment on political grounds.
Readers will remember how former Attorney-General Sobusa Gula-Ndebele was removed.
A tribunal was set up and allegations made before a decision was taken by the President.
The principle of the separation of powers in a democracy is important.
If the inclusive Government succeeded in removing illegally and unconstitutionally the Attorney-General, no judge, no magistrate will ever make an independent decision on the Bench.
Zanu-PF has never made political appointments to the civil service.

In the eighties, Zanu-PF appointed Zanu (Ndonga)'s David Zamchiya as Permanent Secretary for Justice and appointed as judges Enoch Dumbutshena and Simpson Mutambanengwe (UANC) who were all political opponents of Zanu-PF.
In fact, Dumbutshena eventually rose to become Chief Justice of Zimbabwe.
What is most amazing is that all these undemocratic, illegal violations of the rule of law do not attract the attention of various lawyers or so-called human rights activists in Zimbabwe.
The Global Political Agreement also calls for the removal, illegally, of the Reserve Bank of Zimbabwe Governor.
This matter was resolved by the President during his birthday interview.
These two -- appointments of the Attorney-General and the RBZ Governor -- were done before the inclusive Government and in terms of the law and yet MDC-T and MDC want to unilaterally trample on the rights of the central bank governor and are traumatising him and his family and are also traumatising other appointees made by the President and the Zanu-PF Government.
Meanwhile, all the so-called human rights activists remain silent as an attempt is made to build a democratic culture on the blood of so-called Zanu-PF appointees who are, in fact, just Zimbabwean citizens.
It is a wonder that the current Minister of Finance Mr Tendai Biti is expending his energy not on financial planning to extricate Zimbabwe out of its economic woes, but is busy on a crusade to reverse empowerment activities by the Reserve Bank of Zimbabwe as authorised by the previous Government and with express authority of the law of the land.
It has everything to do with using the inclusive Government to effect permanent change of government and also to use methods used to make Zimbabwe survive sanctions to politically harm Zanu-PF.
It also becomes clear that RBZ Governor Dr Gideon Gono has been fingered as the person who beat sanctions and assisted Zanu-PF to beat the embargo.
A little history will make readers very rich.
Mr Kreogh, who was Reserve Bank Governor during the UDI days and financed the genocidal war against the black majority, was allowed to finish his five-year contract in 1983 after Zimbabwe had already attained independence.
The director of public prosecutions who had many freedom fighters hanged or jailed, was allowed to continue working for the Zimbabwe Government and all permanent secretaries who served under the racist Rhodesian regime were allowed to continue working in terms of their civil service contracts and black Zimbabweans -- including Zanu-PF members -- did not leapfrog these civil servants.
Any Zanu-PF appointees were appointed to work under Smith's senior civil servants. Readers must remember Justice Smith, he was a Cabinet Secretary under the new Zanu-PF Government and yet he had also been Ian Smith's top man.
Justice Smith was appointed judge the by the Zanu-PF Government under President Mugabe.
The inclusive Government should be built on democratic values, transparency and honesty, and uphold the separation of powers between the judiciary, legislature and executive.
It must also remember that it should not make permanent changes to the way Government is run without a mandate from the people through a new constitution and elections.
The inclusive Government should not threaten Zanu-PF members by attempting to change the State of Zimbabwe from a Pan-African state to an appendage of the West; and neither should it seek to build a "new" Zimbabwe without the approval of its citizens.
It should not be a regime change government.
I submit that it is not desirable for this inclusive Government to use any information gleaned from past activities of Zanu-PF to gain political mileage or even use it to effect regime change or aid succession politics in the political parties comprising the inclusive Government.
The Anti-Corruption Commission that will be inaugurated by the inclusive Government should not be allowed to investigate past issues that happened for prosecutorial purposes.
At the same time, this inclusive Government should stop all prosecutions of MDC supporters for banditry or public violence unless there is continued and current criminality.
In short, no retribution, the inclusive Government should respect all contracts, all appointees, and all obligations made by the Zanu-PF Government.
Zanu-PF did it 1980.
Real reconciliation is only possible if we absolve all and sundry for any activities before the inclusive Government.
Zanu-PF did not investigate how the UDI regime was financed and managed by the whites under Smith.
MDC-T and MDC should not be allowed to investigate how Zanu-PF beat the racist and illegal sanctions.
The inclusive Government should also not investigate how MDC-T and MDC ran their finances or how they worked with foreign powers to achieve illegal regime change or how they violated the Political Parties (Finance) Act or how they violated the exchange control laws of Zimbabwe or if they committed treason.
The inclusive Government should not mask political poison with Reserve Bank "reforms" or "better governance".

I agree with B Mpofu hundred percent. The MDC factions should not take the inclusive governement as an opportunity to effect regime change from within. Who controls the Army,the AirForce,the Police and the Prisons? Who uses these same apparatus to beat and arrest innocent civillians? What the MDC, especially Biti, is doing in his attempt to continue with stalled efforts of effecting regime change in Zimbabwe, through the back door, is unconstitutional. It is, indeed, victimization of civil servants and all those who were appointed before the Unity Govt came into being.
It is purely and simply a violation of the people's rights and should not be entertained by all patriotic and right thinking Zimbabweans. None of the people who are in civil service posts today were appointed on party lines. They are legitimately entitled and are qualified to be where they are.
Therefore, any attempt at unconstitutionally removing anyone appointed before the birth of the Inclusive Govt should be resisted with everything at our disposal.
I will tell you why. It will start with senior civil servants, and will go down to the sweeper, then to the farms and this will spell doom for Zanu Pf and will reverse all that the revolutionary party worked for and did for the people of Zimbabwe since 1963.
I, therefore, agree with you Herbert and the author of the article, Cde Goodson Nguni. You are patriotic revolutionaries per excellence.

Change your father first before changing the Zanu-Pf government. Why don't you acquire a new and better father from "Europe" instead of your biological father from Chirumuhazu. After that you can, with the help of the new father, attempt to remove the legitimate government of President Robert Mugabe. But please remember that MDC's fathers (America and Britain) tried it and failed and they are likely to be the same ones to adopt you. McGee is leaving after failing to effect regime change. Condo Rice and Jendayi Frazer left disgracefully after failing the same task. Christopher Dell came with all the Dzungu of a mad man after is successes in Eastern Europe but he still failed. He recently was almost taken out by the Taliban in Afghanistan. You will also fail!!!
