Kampala — AMNESTY International, a human rights watchdog, has criticised the Government for failure to address the violation of human rights.
"We are concerned over the consistent systematic pattern not to address human rights violations over the years.
"Despite expression and documentation of these abuses, we are seeing more domestic violence, torture of suspects and other forms of violations," said Dr. Godfrey Odongo, the researcher on East Africa.
Odongo observed that although the Uganda Human Rights Commission awarded compensation to victims of human rights violation, most of the perpetrators walk away scot-free.
The 2009 report notes that by the end of 2008, a number of human rights violations were persistent.
"The Government continued to undermine freedom of expression and press freedom. Violence against women and girls persisted throughout the country. State security agents tortured or otherwise ill-treated detainees with impunity," the report, launched today in London, noted.

Odongo criticised the Regulation of Interception of Communications Bill of 2007 that seeks to legalise the tapping of phones and interception of postal mail by security agencies, saying it would interfere with the freedom of expression and assembly.
The watchdog hailed the Constitutional Court's ruling that Section 32 of the Police Act amounted to an unjustified limitation on the right s of freedom of assembly and association.
Although there have been no executions, Amnesty international remains uncomfortable with Uganda's civilian courts continuing to impose the death penalty.
"In December, Uganda voted against a UN General Assembly resolution calling for a worldwide moratorium on executions," the report noted.
It also challenged the attacks on homosexuals and transgender people.
"In October, a minister publicly labeled homosexuality and lesbianism a disease and declared that Uganda would seek to widen the scope of its legislation criminalising homosexuality," it said.

For centuries Black Africans have been exploited and exploited in the name of Islam. Then with the coming of the Portueses (so-called Christians) to Ghana around the 1440s , the so-called Christians started their exploitation.
We Black Africans are puzzling. We have a bounty of riches around us, yet we persist in allowing outsiders to steal them; while we fight each other over trivial matters.
