Nigeria: Fuel Scarcity Imminent

Nigeria may face another round of fuel scarcity if the marketers' subsidy claims are not paid on time, Independent Petroleum Marketers Association of Nigeria (IPMAN) has warned.

IPMAN said the Nigeria National Petroleum Corporation (NNPC) is yet to pay the Petroleum Equalisation Fund (PEF) their claims.

The Administrative Secretary of Independent Petroleum Marketers Association of Nigeria (IPMAN), Malam Isyaku Usman said that members of his association are running at loss.

To this end, he said there members are being forced out of business and if the trend continues it may lead to shortage in supply of fuel.

Speaking to Daily Trust in Kano yesterday, the scribe said that the current price regime and operational cost are posing dangers to their business as many of them might likely be forced out of the business.

"The hard hit in this situation is we the independent marketers that retail this product. We the retailers that sell directly to consumers don't make any profit from these products we get from Lagos ," Usman said.

He said: "We should know that NNPC has a control of about 20 percent of these products, while the remaining is controlled by major oil marketers.

"We buy from NNPC at N55.90k, and this means that N9.10k for transport cost, while 0.88k for funds contributed to Petroleum Equalisation Fund. Loading expenses will be N1.40k, in addition to station expenses. All in all, you will arrive at N67.28k," he said.

He noted that government expected them to sell the petrol at N65 per litre, while each litre costs them N67.28k.

"How do we even sell at breakeven, let alone make profit in retailing the product? Who will pay us the shortfall of over N2 in each litre?"

The IPMAN scribe noted that although they got transport claim from PEF after six months or even a year, the money they get from PEF were merely arrears payment. "So how do they expect us to survive in this situation?" he said.

Usman said they buy Premium Motor Spirit (PMS) at N68 per litre, but they are forced to sell the product at the officially approved rate of N65 per litre.

He therefore called on the NNPC to release the funds to PEF for onward settlement of their claims. According to him, the price template is very unfavourable to the business.

Usman then said they didn't normally wait for a short time solution to their problem. "What we needed is a long time plan that will cushion the effect of fuel scarcity in our country," he added.
