Mozambique: Demand for Cement Up - Establish a Plant in Moatize City

5 March 2009

Investment opportunity: Construction and Materials

Mozambique's construction industry is experiencing severe problems accessing adequate and affordable cement for use in the rapidly growing sector. An investment worth US$17, 637 is needed to establish a plant to produce cement.

Description: The proposed cement plant will use imported clinker. The process will involve grinding of the clinker and also the use of pozzalana and plaster, for the local market. At full capacity the plant output should reach 290,000 tonnes of cement per year.

In recent times, output from the local cement industries has failed to meet rising demand, resulting to soaring of cement prices. National cement production is currently covering 80% of the needs in the south of Mozambique, 70% in the central provinces, and only 60% in the north. Under production is having serious implications for the construction industry which is growing rapidly. With the lack of imports from South Africa due to the construction needs occasioned by preparations for the 2010 football world cup, there is need to find a local alternative. The Centre for promotion of investments, CPI, is promoting the cement plant whose objective will be to provide affordable product to the rapidly growing local market, as well as providing an alternative to the expensive imports.

Estimated cost of investment: US$ 17, 637 million

Location: The proposed project will be located in Moatize City, close to the 1500MW power station. Potential investors have access to 42,200 metre squares of land set aside for building of the plant.

Quantity of materials needed for full capacity operation

• 200,000 tonnes of clinker per year

• 145,000 tonnes pozzalan per year

• 15,000 tonnes of plaster per year
